PEAK Coalition Comments on NYSERDA’s Residential and Retail Battery Storage Implementation Plan

The PEAK Coalition – UPROSE, THE POINT CDC, New York City Environmental Justice Alliance (NYC-EJA), New York Lawyers for the Public Interest (NYLPI), and Clean Energy Group (CEG) – a campaign to end the long-standing pollution burden from fossil fuel-fired power plants, submitted comments on NYSERDA’s 2024-2030 energy storage incentives plan. The coalition supports the plan’s allocation of 50% of retail energy storage capacity to New York City, exceeding the minimum requirement. However, they recommend targeted incentives for projects in disadvantaged communities within New York City, where peaker plants emit disproportionately high pollution. The Coalition also requests enhanced support for New York City projects due to the city’s unique regulatory and logistical challenges. They call for technical assistance to address regulatory and code enforcement concerns, as current regulations make it unlikely that NYSERDA’s residential energy storage goals will be met.
