Comments on Connecticut’s Energy Storage Solutions Program

Clean Energy Group (CEG) submitted comments regarding the Connecticut Public Utilities Regulatory Authority’s annual Energy Storage Solutions (ESS) program review. The comments focus on multifamily affordable housing participation in the program and the benefits of energy storage for residents. CEG proposes that the Public Utilities Regulatory Authority consider establishing additional adders in the ESS program for multifamily affordable housing owners that voluntarily adopt a Climate Resilient Energy Code for their properties that would allow vulnerable residents to more safely shelter in place during power outages. CEG also recommends that Connecticut open an additional stakeholder process to solicit input from multifamily affordable housing owners, managers, and developers, and that this input be used to help address remaining barriers to multifamily affordable housing participation, which is critical to achieving the program’s environmental justice goals.
